Vaughan Carter is a lawyer and an educator. As a practicing Attorney at Law in the Cayman Islands, Vaughan specialises in all aspects of public law and has acted for many of the institutions that support democracy under the Cayman Islands Constitution.
His academic work on human rights has also been cited in courts both locally and internationally, and it is his expertise in this field that led to Vaughan being appointed to the Steering Committee of the Cayman Islands Artificial Intelligence Society. In addition to this appointment, Vaughan is the Chair of the Constitutional Commission, a Law Reform Commissioner, a Member of the Gender Equality Tribunal, and a Director of the Cayman Islands Monetary Authority.
Vaughan has also previously served the Cayman Islands in many other capacities, including as Deputy Chair of the original Human Rights Committee, an ex officio Member of the Special Economic Zone Authority, and as the Chair of Enterprise Cayman, the public-private partnership established to foster educational opportunities within Cayman Enterprise City.
